The Frieza Clan Berserker can use the Ultimate Class-up Sign state in-game of Dragon Ball Heroes. This state allows the Frieza Clan Berserker to achieve Ultra Instinct Sign, and is the only Class-up state that doesn't change his bio suit.
One way or another, Goku is likely to be the one to defeat Black Frieza. Goku and Frieza have a long history with Frieza more focused on killing Goku than anyone else. Goku's mastery of Ultra Instinct could lead to an even more angelic form that could bring him in line with Black Frieza.

Who would win in a fight with stats equalized, Perfect Cell or Frieza? Cell would win low to mid-diff. If they have the same stats, the only advantage Frieza would have (Because of DBS) wouldn't exist.
With some proper time dedicated to training and honing his new form, Beast Gohan can tap into his unmatched potential and can quite possibly fold Black Frieza if no one else steps up to beat him. During his time training, he achieved the Black Frieza form. But unlike the Golden Frieza form, which seemed close to Super Saiyan Blue in terms of strength, Black Frieza is way stronger, even when compared to the current strongest forms of True Ultra Instinct and Ultra Ego, honed by Goku and Vegeta respectively.
In the Anime when Frieza goes 100%, it's true that Goku was no longer able to easily subdue him as he did initially. But at best Frieza at 100%, was simply closer to Goku's power level. But not his match and definitely not stronger.
This is Friezas final aka true form(it was the form he was born in)and is his 2nd strongest form.
